You may try a small application called iRecovery which is a libusb based command line utility for Mac OS X and Linux (perhaps with windows). iRecovery is able to connect with the iBoot/iBSS in Apple iPhone and iPod Touch via USB. For windows users install the Libusb-win32 to run iRecovery.

If it is not solved by this then there is another application called RecBoot. It is also a simple to use application that lets your put the iPhone / iPod Touch out of the recovery mode without using the restore option in iTunes and it works on Mac, Linux and Windows but you need to add a proprietary iTunes DLL file in the root folder before launching this application in the Windows OS. To use this application:
Download Recboot and extract the folder on your desktop. Open the attached readme.txt file and follow the instructions to add the iTunes DLL file to the program. It is important for perform this task on the windows systems and if you don’t do this on windows, all the data present on your iPhone will be corrupted or lost. But Mac users don’t need to do this step.
Then connect your iPhone to computer and launch RECBOOT.EXE. You will see the screen where there are two buttons, Enter Recovery Mode and Exit Recovery Mode. Just press exit recovery mode and restart your iPhone. It works with iPhone 3G, 3GS and iPhone 4 and run perfect on Windows 7 32-bit system.
